A person that is a member of Google+ will see specific items when searching for a particular keyword in Google search. The +1 can be considered a recommendation that one person gives to others in their network. So when you give a +1, you are saying you like the page and recommend it to others and when you come across a page your friends have given a +1, the search results will tell you.
Google+ members can expand their own network by personalizing the search results by rating the pages that appear from their searches. When you give a +1 to content that is useful or interesting, you change the search results for whenever you search that topic again. The search engine will also give higher placement to that page to your friends in your Google+ network. So the more users interact with the network, the more it will affect their search results. Your goal is to create a site that users want to give +1s to.
